
The Technical Education and Skills Development Authority (TESDA) Region V serves as the lead government agency mandated to manage and supervise technical education and skills development in the Bicol Region. Guided by its mission to provide direction, policies, and programs for quality-assured and inclusive technical vocational education and training (TVET), TESDA Region V play a vital role in shaping a skilled, competitive, and empowered Filipino workforce. The region is composed of 6 provinces, 107 municipalities, and 7 cities.
TESDA Region V oversees 15 TESDA Training Institutions (TTIs), which include 7 Provincial Training Centers (PTCs), 7 TESDA-Administered Schools (TAS), and 1 Regional Training Center (RTC) located in Pili, Camarines Sur. With a strong network of Provincial Offices, TESDA Technology Institutions, Technical Vocation Institutions, Training Institutions, and Accredited Partners, TESDA Region V implements programs and services designed to uplift the lives of Bicolanos through accessible and industry-responsive skills training, competency assessment, and certification.
The region also champions innovation in workforce development, promoting digital literacy, green skills, and enterprise-based training models. TESDA Region V works in close collaboration with local government units (LGUs), industries, academic institutions, and community organizations to ensure that training delivery meets local and global labor market demands. Its commitment to inclusive growth and social equity ensures that opportunities are extended to priority groups such as out-of-school youth, persons with disabilities, indigenous peoples, and returning overseas Filipino workers.
