TESDA Region V was established in the mid-1990s following the enactment of Republic Act No. 7796, or the Technical Education and Skills Development Act of 1994. This law created the Technical Education and Skills Development Authority (TESDA) to unify and strengthen technical-vocational education and training (TVET) in the country.

Soon after TESDA’s national formation, regional offices were established to bring services closer to communities—and TESDA Region V was formally launched to serve the Bicol Region. Headquartered in Legazpi City, it was tasked with implementing national TVET programs across the six provinces, 107 municipalities, and 7 cities of the region.

Since its establishment, TESDA Region V has grown into a dynamic regional hub for skills development. It now oversees a strong network of training institutions, assessment centers, and industry partners throughout the region. The continued expansion of its programs, facilities, and partnerships reflects TESDA Region V’s commitment to providing relevant, accessible, and high-quality skills training that meets both local and global labor market demands.
